RasMan could not create buffers access denied
routing and remote access RRAS was working fine, Now
gives message that "it could not start and that it did
not return an event log error, Please restart your
computer." that does not help.

RasMan does have event log errors 20035 regarding
allocating buffers and general access denied

Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager

I encountered the same problem. There is only Telephony service running.
